test: add block 2016 to mock mainnet
The next commit requires an additional mainnet block which changes the difficulty.

Also fix a few minor mistakes in the test (suite):
- rename the create_coinbase retarger_period argument to halving_period. Before bitcoin#31583 this was hardcoded for regtest where these values are the same.
- drop unused fees argument from mine helper

Finally the CPU miner instructions for generating the alternative mainnet chain are expanded.

Since the previous commit, CBlockHeader/CBlock object calls to the
methods `.rehash()` and `.calc_sha256()` are effectively no-ops
if the returned value is not used, so we can just remove them.

Pull request description:

  [BIP325](https://github.com/bitcoin/bips/blob/master/bip-0325.mediawiki) mentions the following rule:

  > In the special case where an empty solution is valid (ie scriptSig and scriptWitness are both empty) this additional commitment can optionally be left out. This special case is to allow non-signet-aware block generation code to be used to test a custom signet chain where the challenge is trivially true.

  Such a signet can be created using e.g. `-signetchallenge=51` (`OP_TRUE`). However `contrib/signet/miner` won't omit the commitment.

  This PR improves the miner by skipping the PSBT for known trivial scripts (just `OP_TRUE` and trivial pushes for now). This prevents it from appending the 4 byte signet header to the witness commitment, as allowed by the above rule.

  ---

  Previously the script would fail with `PSBT signing failed`, making it difficult to mine. This is no longer the case.

Sebastian Falbesoner 7bc64a8859 test: properly check for per-tx sigops limit
Currently the per-tx sigops limit standardness check (bounded by
`MAX_STANDARD_TX_SIGOPS_COST`, throwing "bad-txns-too-many-sigops"
if exceeded) is only indirectly tested with the much higher per-block
consensus limit (`MAX_BLOCK_SIGOPS_COST`), i.e. an increase in the
limit would still pass all tests. Refine that by splitting up the invalid
tx template `TooManySigops` in a per-block and a per-tx one.

The involved functional tests taking use of these templates are
`feature_block.py` and `p2p_invalid_txs.py`.

Sebastian Falbesoner 346a099fc1 test: avoid unneeded hash -> uint256 -> hash roundtrips
In the functional test framework, we often treat hashes
as uint256 integers, which seems to be confusing and for no
good reason, as hashes are just sequences of bytes. This commit
gets rid of obvious internal instances of that where individual
functional tests are not affected. In the long-term, it might make
sense to store other hashes (mostly txids) as actual bytes to
avoid annoying conversions and improve code readability.

Use OP_0 for BIP34 padding in signet and tests
For blocks 1 through 15 the script_BIP34_coinbase_height appends OP_1
to comply with BIP34 and avoid bad-cb-length.

This is inconsistent with BlockAssembler::CreateNewBlock() which adds
OP_0 instead.

The utxo_total_supply fuzzer and MinerTestingSetup::Block also use OP_0.

Changing it is required to import the test vectors in the next commit.

It also ensures the test vectors can be regenerated using the CPU miner
at https://github.com/pooler/cpuminer without patches (it uses OP_0).

The same helper is used by the signet miner, so this will impact newly
bootstrapped signets.

ismaelsadeeq 734076c6de [wallet, rpc]: add `max_tx_weight` to tx funding options
This allows a transaction's weight to be bound under a certain
weight if possible and desired. This can be beneficial for future
RBF attempts, or whenever a more restricted spend topology is
desired.

ismaelsadeeq e47ce42f67 refactor: use address_to_scriptpubkey to retrieve addresses scriptpubkey
This commit updates the code by replacing the RPC call used to
decode an address and retrieve its corresponding scriptpubkey
with the address_to_scriptpubkey function. address_to_scriptpubkey
function can now decode all addresses formats, which makes
it more efficient to use.

Pull request description:

  No need to waste time by forcing creation of more than 1000 blocks to get the benefits of being able to test BIP 66. Also, reducing the height makes it more likely that (third-party) tests are conforming to BIP 66, which is enforced on mainnet for all new blocks.

5a1bef60a0 test: refactor: remove binascii from test_framework (Zero-1729)

Pull request description:

  This PR continues the work started in PR #22593, regarding using the `bytes` built-in module. In this PR specifically, instances of `binascii`'s methods `hexlify`, `unhexlify`,  and `a2b_hex` have been replaced with the build-in `bytes` module's `hex` and `fromhex` methods where appropriate to make bytes <-> hex-string conversions consistent across the functional test files and test_framework.

  Additionally, certain changes made are based on the following assumption:

  ```
  bytes.hex(data) == binascii.hexlify(data).decode()
  bytes.hex(data).encode() == binascii.hexlify(data)
  ```

  Ran the functional tests to ensure behaviour is still consistent and changes didn't break existing tests.

Pull request description:

  BIP34 is active on the current tip of mainnet, so all miners must obey it. It would be nice if it also was active in fresh regtest instances from the earliest time possible.

  I changed the BIP34 height to `2`, so that the block at height=1 may be used to mine a duplicate coinbase. (Needed to test mainnet behaviour)

  This pull is done in two commits:

  *  test: Create all blocks with version 4 or higher:
     Now that BIP34 is activated earlier, we need to create blocks with a higher version number. Just bump it to 4 instead of 2 to avoid having to bump it again later.

  *  test: Set BIP34Height = 2 for regtest:
     This fixes the BIP34 implementation in the tests (to match the one of the Core codebase) and updates the tests where needed

Pull request description:

  This PR fixes wrong uses of the term "witness program", which according to [BIP141](https://github.com/bitcoin/bips/blob/master/bip-0141.mediawiki#Witness_program)  is defined as follows:
  > A scriptPubKey (or redeemScript as defined in BIP16/P2SH) that consists of a 1-byte push opcode (for 0 to 16) followed by a data push between 2 and 40 bytes gets a new special meaning. The value of the first push is called the "version byte". **The following byte vector pushed is called the "witness program".**

  In most cases where "witness program" is used in tests (concerns comments, variable names and in one instance even a function name) what we really want to denote is the "witness script". Thanks to [MarcoFalke for pointing this out in a review comment](https://github.com/bitcoin/bitcoin/pull/22363#discussion_r666794261)!

  Some historical background: At the time when the P2P segwit tests were first introduced (commit 330b0f31ee, PR #8149), the term "witness program" was not used consistently in BIP141: https://bitcoin.stackexchange.com/questions/46451/what-is-the-precise-definition-of-witness-program
  This was fixed in PR https://github.com/bitcoin/bips/pull/416 later.

  So in some way, this PR can be seen as a very late follow-up to the BIP141 fix that also reflects these changes in the tests.

Pull request description:

  There are still many functional tests that perform conversions from a hex-string to a message object (deserialization) manually. This PR identifies all those instances and replaces them with a newly introduced helper `tx_from_hex`.

  Instances were found via
  * `git grep "deserialize.*BytesIO"`

  and some of them manually, when it were not one-liners.

  Further, the helper `ToHex` was removed and simply replaced by `.serialize().hex()`, since now both variants are in use (sometimes even within the same test) and using the helper doesn't really have an advantage in readability. (see discussion https://github.com/bitcoin/bitcoin/pull/22257#discussion_r652404782)

`FromHex` is mostly used for transactions, so we introduce a
shortcut `tx_from_hex` for `FromHex(CTransaction, hex_str)`.

Without the fix a hex-string can not be parsed:

File "./test/functional/test_framework/blocktools.py", line 82, in create_block
    txo.deserialize(io.BytesIO(tx))
TypeError: a bytes-like object is required, not 'str'

Also, remove io import and repace it with our FromHex() helper
